Members of the Boy Scouts of America voted on Thursday to allow gay members.

The National Council of the Boy Scouts of America has voted to allow gay Scout members, but to continue a ban on openly gay adult Scout leaders. The policy change would take effect Jan. 1, 2014.

Amid warnings the proposal would shatter support for the measure, Democrats backed away from a provision that would allow gay U.S. citizens to sponsor foreign-born spouses for green cards. Advocates for gay and lesbian immigration rights accused Democrats of caving in to threats.

The Boy Scouts of America votes in Texas this week on whether to change its century old membership policy. The proposal is to open up the scouts to allow gay youth to join and continue to ban on adults who are gay. About 1,400 voting members will decide.

Parliament had passed the legislation in April, but the main opposition party challenged its constitutionality. A ruling by the Constitutional Council on Friday paved the way for President Francois Hollande's official blessing.

Gov. Jack Markell said he would sign a bill that would make Delaware the 11th state in the country to allow same-sex marriage. The vote comes less than a week after Rhode Island Gov. Lincoln Chafee signed a similar measure into law.

The state's high court says among other things that the move will ensure support from both parents.
